Since Europe might still plunge the rest of us into economic stagnation, or, at least, ruin itself while spending all its time hectoring the rest of the planet, it probably doesn’t hurt to learn a bit about this unholy behemoth of bureaucracy. “A bit”, in this case, means three things about the nature of the European Union . . . and a quick rundown of the million exceptions.
